Can Regressive Green Subsidies Be Justified by Abatement and Efficiency?
Subsidies for heat pumps mostly reach richer households. Is that defensible on climate grounds? Using Dutch data on the national heat-pump subsidy, we ask whether the extra emissions richer households cut, and what those cuts cost the taxpayer, justify the pattern — and find that the case for favouring them is weaker than it looks.

Bringing Animal Welfare into Policy Evaluation
Policy evaluation routinely weighs the effects of a measure on people, the climate and the public budget, but rarely on the welfare of animals themselves. This article sets out how animal welfare could be brought into standard policy evaluation, and what different types of policy instrument can be expected to deliver for it.
